How Customs Clearance Works in
Saudi Arabia.
All import and export declarations in the Kingdom go through FASAH, ZATCA’s single-window customs platform connecting importers, exporters, and government agencies in one system. Understanding how it works is the difference between predictable clearance and unpredictable delays.

1. FASAH and the Green / Red Track System
Once a declaration is submitted, FASAH routes it to a Green Track or Red Track. Green Track shipments — complete documentation, correct classification, no red flags — can clear in under 2 hours. Red Track shipments are selected for physical inspection, which extends clearance to several days. The single biggest factor in which track you land on is the accuracy of what's submitted, which is why document review before arrival matters more than almost anything else in the process.

2. SABER and Product Conformity
Many product categories — electronics, toys, cosmetics, construction materials, and more — require a SABER Certificate of Conformity before a FASAH declaration can even be processed. SABER registration should happen before your shipment departs origin, not after it arrives — retrofitting a SABER certificate onto cargo already at port is the single most common cause of extended delays we see.

3. HS Codes and Duty Classification
Your customs duty rate is determined by the HS (Harmonized System) code assigned to your goods. An incorrect code doesn't just risk under- or over-payment — it can trigger Red Track inspection and penalties. We classify and verify HS codes before submission, not after a customs officer flags a mismatch.
Typical Clearance Timelines
| Shipment Type | Typical Clearance Time |
|---|---|
| Green Track, complete documentation, air freight | Under 2 hours |
| Green Track, complete documentation, sea freight | 1–2 business days |
| Standard commercial shipment, minor issues | 1–3 business days |
| Red Track / physical inspection selected | 3–7 business days |
| Regulated goods with approvals already in place | 1–3 business days |
| Missing documents, wrong HS code, or no SABER certificate | A week or more, plus demurrage |
Timelines are indicative and depend on documentation completeness, product category, and port conditions at the time of clearance.
Our Customs Clearance Services

1. Import Clearance
Full clearance management for goods entering the Kingdom — declaration filing through FASAH, duty and VAT calculation, SABER verification, and release coordination, whether your cargo arrives by sea, air, or land.

2. Export Clearance
Documentation and declaration for goods leaving Saudi Arabia, including certificates of origin and compliance with destination-country requirements, coordinated with your international freight forwarding.

3. Document Preparation and Review
We review your commercial invoice, packing list, bill of lading or air waybill, and certificate of origin before your shipment arrives — catching the errors that cause Red Track selection before they cost you time.

4. SABER and SASO Certification Support
Registration and certificate management for regulated product categories, handled before departure so clearance isn't held up waiting on conformity paperwork that should already be in place.

5. HS Code Classification
Accurate tariff classification to ensure correct duty calculation and reduce the risk of inspection triggered by a mismatched code.

6. Duty and VAT Settlement
Calculation and settlement of import duties and VAT directly with ZATCA, with costs confirmed on your quote before your shipment arrives — not discovered after.

7. Bonded and Temporary Import Procedures
Clearance support for goods entering under bond, for temporary import, or destined for re-export, coordinated with our bonded storage if the cargo needs to be held before final clearance.
Documents We Prepare and Review
| Document | Why It Matters |
|---|---|
| Commercial Invoice | Declared value and duty basis — errors here are a common inspection trigger |
| Packing List | Must match the invoice and the physical shipment exactly |
| Bill of Lading / Air Waybill | Confirms carrier, consignee, and cargo details |
| Certificate of Origin | Determines applicable duty rate and trade agreement eligibility |
| SABER Certificate of Conformity | Mandatory for regulated product categories before declaration |
| Import/Export License | Required for restricted or regulated goods |
| HS Code Classification | Determines duty rate — verified before submission |
How the Clearance Process Works?
Pre-Arrival Document Review
Send your documents before departure or as soon as the shipment is booked. We review them for completeness and accuracy and flag anything missing before arrival.
HS Classification & SABER Check
We confirm the correct tariff classification and verify SABER certification for regulated goods before cargo reaches Saudi customs.
FASAH Declaration Filing
Customs declarations are submitted through FASAH, ideally before arrival, so processing can begin before the cargo physically lands.
Duty & VAT Settlement
Applicable duties and VAT are calculated and settled with ZATCA, with expected costs confirmed in advance where possible.
Release & Delivery
Once cleared, cargo is released and moved through our transportation network to your facility or into warehousing when storage is required.
Ports, Airports, and Borders We Clear Through
Sea freight: Jeddah Islamic Port (the Kingdom’s main Red Sea gateway), King Abdulaziz Port in Dammam (the Eastern Province gateway for GCC and Asian trade), Riyadh Dry Port (inland clearance for central-region cargo without clearing at the coast).
Air freight: King Khalid International Airport (Riyadh), King Abdulaziz International Airport (Jeddah), King Fahd International Airport (Dammam).
Land borders: Al Batha (UAE), Salwa (Qatar), King Fahd Causeway (Bahrain), and other GCC crossings for cross-border road freight, coordinated with our international and domestic transportation fleet.

Questions.

How long does customs clearance take in Saudi Arabia?
For Green Track shipments with complete, accurate documentation, clearance can take under 2 hours for air freight and 1–2 business days for sea freight. Standard shipments with minor issues typically clear in 1–3 business days. Shipments selected for physical inspection (Red Track), or with missing documents or an incorrect HS code, can take a week or more.
What is FASAH and do I have to use it?
FASAH is Saudi Arabia’s official single-window customs platform, operated by ZATCA. All import and export declarations must be submitted through it — either directly by the importer or by a licensed customs broker acting on their behalf, which is where our team comes in.
What is SABER and does my shipment need it?
SABER is Saudi Arabia’s conformity platform for registering regulated products and issuing certificates of conformity. Many categories — electronics, toys, cosmetics, and various construction and consumer goods — require a valid SABER Shipment Certificate of Conformity before a FASAH declaration can be cleared. We check this before your shipment departs origin, since a missing SABER certificate is one of the most common causes of extended port holds.
What documents do I need for customs clearance?
At minimum: a commercial invoice, packing list, bill of lading or air waybill, and certificate of origin. Regulated product categories also require a SABER certificate, and some goods require a specific import or export license. We review your documents in advance and flag anything missing.
What happens if my HS code is wrong?
An incorrect HS code can result in the wrong duty rate being applied, trigger Red Track selection for physical inspection, and in some cases lead to penalties. We verify tariff classification before submission rather than after a customs officer catches a mismatch.
Can you clear shipments at Jeddah, Dammam, and Riyadh?
Yes. We handle clearance at Jeddah Islamic Port, King Abdulaziz Port in Dammam, Riyadh Dry Port, all major Saudi international airports, and GCC land border crossings.
Do you handle both customs clearance and freight forwarding?
Yes. Clearance and forwarding run through the same team, so your shipment isn’t handed between two separate companies at the point where most delays actually happen.
What causes the most customs delays in Saudi Arabia?
In order: missing or incomplete SABER certification, incorrect HS code classification, discrepancies between the invoice and the physical shipment, and incomplete or inconsistent documentation. Nearly all of these are preventable with a pre-arrival document review, which is why we do one on every shipment.
How do I get a customs clearance quote?
Send us your shipment details — product type, value, origin, and documentation you already have — and we’ll confirm the process, likely track, and cost before your cargo arrives.
